Walter has spent nearly two decades developing the OwnerManager framework — a constitutional interpretation of American citizenship that he believes has been largely overlooked in public discourse, not because it is radical, but because it has never been organized.
His research draws on the founding documents themselves, legal precedents including Chisholm v. Georgia (1793), the writings of Chief Justice John Jay, the Public Land Survey System, and the generational mathematics of constitutional succession.
Walter is not a politician, a lobbyist, or an ideologue. He is a citizen who became convinced — through years of reading and research — that the tools for meaningful self-governance are already in the documents, already in the law, and already available to every American citizen. The missing ingredient has always been organization.
